The Superintendent of Customs Office informed me that the Viceroy has issued a Proclamation, of which I enclose a translation and copy, announcing that a duty of Thirty Taels per hundred Catties will be levied on opium at Lukang Station, as well as at Kiung Chow and Kung pei in the Districts of ...
In reply to my enquiries, he stated that the mode of collection would not be essentially different from that hitherto adopted in collecting Lekin.
I have communicated this information to the Hong Kong Government.
